Escalon voters will have a choice. The City Council has approved placing a Ballot Measure on the November 5, 2024 ballot so voters in Escalon can consider enacting a local sales tax of 1%. If voters approve the Measure, it is expected to generate approximately $900K each year in dedicated and locally controlled funds that benefit Escalon residents and businesses.

ESCALON'S FINANCIAL OUTLOOK

The underlying challenge at each budget cycle is how to maintain local City services and existing quality-of-life initiatives while addressing critical unfunded projects for infrastructure and neighborhoods. Fortunately, the City of Escalon has historically been fiscally prudent, maintaining structurally balanced budgets. However, in the most recent FY 2023-24 budget, General Fund revenues are anticipated to be $4,881,410, with estimated expenditures to be $5,867,580. To operationally balance the overall budget, $986,170 of General Fund Reserves were used. If this trend continues, as it is projected, $600,000 to $700,000 in additional revenue annually will be needed over the next several years. If not, the General Fund Reserves will be depleted by fiscal year 2028-29.

Like many organizations, the City is experiencing the impact of inflation. As each year passes, any revenue growth is being outpaced and absorbed by inflation and the increased costs of providing services to the community, as well as the loss of the City’s major sales tax producer.

The locally controlled revenue generated from this Measure will allow the City to focus on maintaining Escalon’s long-term financial stability while providing a defined level of service for residents and businesses.

Every dollar raised by the Measure will be used in Escalon on local services and infrastructure. The City will include strict accountability and public oversight of the measure to verify that the funds are spent efficiently, effectively, and as promised.

LOCAL REVENUE

Currently, Escalon’s local sales tax is 7.75%, but the city only receives 1%, a small portion of the sales tax revenue generated. This new revenue will stay in Escalon and be locally controlled.
